The EHU is excited to offer online application through our permit software provider, Accela Automation. Citizens must have a registered Public User account before submissions can be made. Please register for an account on the Registration Page to get started.

During the online submission process, an application might require specific documents to be uploaded for review. If documents are required, please ensure they are scanned PDF file extensions.

Planning Clearance Certification (PCC)
Most septic-related applications within County jurisdiction must include a PCC. The Planning Division of Building & Planning reviews requests for PCCs. This service is not provided for projects outside County jurisdiction.
Please Note: The form is not a request for PLANNING CLEARANCE! Do not submit the form if you have not applied for Planning Clearance.
While the Building & Planning Permit Center remains closed to the public for the duration of Governor Inslee’s Stay Home - Stay Healthy proclamation, applications for Planning Clearance can be submitted by the following:

Ask your septic professional for help if you do not fully understand any of the PCC-form’s questions. Submitting incorrect information may lead to the request being rejected and subsequent project delays. If approved, the PCC expires after three (3) business days from the approval date.
The option to make payments online is available to Citizens through our payment provider, Point & Pay. Convenience fees are applied for use of this service at an approximate rate of 2.5% for Debit/Credit transactions, and a flat $2.00 charge for E-checks.
Typically, fees are assessed and invoiced by staff on records created from submissions. If the submission was made online, contacts are notified by email of a record's balance. A link provided in the email directs citizens to their record to make payments. Please contact our department if you experience issues with paying online.

Paper applications are still accepted for review by dropping them off at the EHU counter.
