In Washington State, assessment for tax purposes means establishing the full market value of your land and its improvements. Three approaches may be used to determine real property value. They are: market, cost and income.Assessor

Yes. The state constitution requires property to be assessed at 100% of its true and fair value (RCW 84.40.030).Assessor

Each taxing district (i.e. cities, fire departments, schools, etc.) determines what amount of their budget will be levied as a property tax. That amount is divided by the value of all the property within that district to determine the tax rate for that district. Each taxpayer then pays taxes on the value of the property they own multiplied by the tax rate for the district. This is known as the Simple Levy Process.Assessor

Under Washington state law, two types of property can be assessed and taxed: 1. Real property (real estate) which means land, improvements attached to the land (buildings, etc.) and improvements to the land (driveways, bulkheads, etc.) 2. Personal property means assets used in the operation of a business such as: machinery, equipment, signs, furniture, fixtures and supplies consumed in the operation of a commercial, industrial or agricultural enterprise. Privately owned vehicles, household goods, furniture and personal effects typically are not subject to property tax. Floating homes also are valued as personal property. Mobile homes are valued as personal property when they are located on leased land. Otherwise, they are valued as real property.Assessor

The total property tax levy is calculated according to the state constitution, statutory levy limits set by the legislature and excess levies approved by the voters.Assessor

Regular levies are subject to a number of limitations, including: • 101% limit on each taxing district budget • Statutory maximum rates for taxing districts • $5.90 aggregate limit for regular levies • The 1% constitutional limit These limits do not apply to voter-approved or excess levies.Assessor

Each February, you will be mailed a tax bill for each property you own. It will show the amount of taxes due for that year.Assessor

If you are a senior citizen or disabled person you may qualify for an exemption if you: • have a total household income of $40,000/year or less, AND • are 61 years of age of older, or are unable to work because of disability, or are a veteran with a 100% service-related disability, AND • own your home and it is your principle residence at least six months per year. If you are a senior citizen or disabled person you may qualify for a deferral if you: • have a total household disposable income of $45,000/year or less, AND • are 60 years of age or older, or are unable to work because of a disability, or are a veteran with a 100% service-related disability, AND • you own your home either in total or by contract purchase.Assessor

If it appears an error has been made, the department can conduct an assessment review and, if indicated, adjust the assessed value of your property. Most new construction, remodeling, and repair work that affect a building or structure will require a permit. The State of Washington under Revised Code of Washington (RCW) 19.27 and Cowlitz County have adopted the International Building, and Residential Codes, International Mechanical Code, Uniform Plumbing Code, and the International Fire Code as minimum construction standards for the state and Cowlitz County. While outlining minimum standards, these codes require permits to be issued, and inspections to be performed in order to verify compliance to the minimum construction standards. Specialists from Building, Planning, and Environmental Health (part of the Health Department) are available to help you determine what permitting will be required for your project or if you may have an exemption.

The inmate telephone system is contracted through Securus Technologies. This system has the ability to automatically record telephone conversations. All parties involved are advised prior to the call acceptance that their conversation will be recorded. Inmates are now able to be left voice-mail messages. These messages are subject to a fee. Set up a phone account to leave voice-mails by calling: 360-355-3331. Inmates have daily access to phones that allow them to place calls and check for voice-mail. Jail staff will not pass notes or messages to inmates. Money on an inmate account can be applied to a "phone debit" that is used like a phone card, which will allow them to make non-collect phone calls. If the inmate is indigent, only collect phone calls are available. Yes. Most inmates look forward to correspondence, however, many items are restricted for security and various other reasons. If restricted items are used or sent, the inmate will not receive the mailed items until they are released.
Prohibited Items:
1. Items that can be purchased on commissary (blank paper, envelopes, pens, blank cards, phone cards)
2. Stamps
3. Unknown substances on paper, envelopes, or photos
4. Lipstick, perfume, cologne, or scented items
5. Stickers, tape, post-it notes, labels, glitter (including glitter pens), glued on items, white- out, paint
6. String, ribbon, confetti
7. Musical cards
8. Plastic, laminated items, metal objects
9. Cardboard, construction paper, cardstock
10. Polaroid pictures
11. Sexually explicit photos or materials, including nude/semi-nude photos
12. Pages torn out of books, catalogs, or magazines
13. Food items
14. Tobacco products
15. Clothing
16. Books, magazines, or newspapers not sent directly from the publisher, book club, or recognized internet bookseller. Be careful when ordering online we cannot except used books from third-party sellers. Used books are not allowed. Any books that come in from an unauthorized source will be returned to sender.

Keys can be released up to 72 hours after incarceration. Other property will not be released. If an inmate has been sentenced to prison, property may be picked up the day after they leave our facility. Unclaimed property is held for 60 days from the date the inmate leaves the jail. If property is not claimed during the 60 day hold, it is considered abandoned and is destroyed.

An inmate can be released without first appearing in district or municipal court by posting cash bail or bail bond, provided the offense is not a warrant or charge that has had bond revoked prior to a first appearance. All felony offenses will be required to be seen by a judge prior to having bail set.Corrections - Jail

Bail can be posted at any time day or night. During business hours, cash bail can be posted on the 2nd floor of the Hall of Justice with the respective Court Clerk. For new felony charges there is NO INITIAL BAIL/BOND set. Detainees MUST be seen before a Superior Court Judge prior to any ability to bail or bond from jail. There is no weekend or night court in Cowlitz County, so anyone charged with a felony on a Friday after 7am, will not be seen until the following Monday. *Unless that Monday is a Holiday, in which case it would be Tuesday. The Court Officers determine release dates pursuant to the guidelines set forth by the Superior, District, and Municipal Court Judges. "Good time" is calculated at 1/6 of the total time sentenced. ALL Good Time is pre-calculated into an inmate's release date with the assumption that they will not have any serious institutional behavior issues. "Extra Good Time" can be earned by signing up and being selected for "Inmate Worker" jobs at the discretion of jail staff. If an inmate is selected for Inmate Worker, that inmate will receive a NEW release date with the Extra Good Time calculated into the release date. If the inmate self-removes, or is punitively removed from Extra Good Time status, that inmate will give up any Extra Good Time from that point forward. Typically, inmates with completed sentences will begin processing out of jail at 5am on the morning of their release date, unless a judge has ordered otherwise. Summett manages the Cowlitz County Jail kitchen operations. The County retains three cooks who are responsible for supervising inmate workers, and preparation and service of all meals served at the jail and juvenile detention center.

Medical Co-Pay Program A $10.00 Medical Co-Pay is an Administrative fee charged to all inmates seen by medical staff and for each prescription written or refilled. This fee was implemented to help defray the overall rising cost of the Jail medical care program. A computerized system allows the Jail to maintain a history of balances due on medical/dental visits, and prescriptions written or refilled for each offender. This history allows the County to collect for those services rendered as money is received on an offender's account or if they are released from custody and return at a future date. As per the National Standards, any inmate needing medical or dental care is not denied this attention due to lack of funds.

Inmates may easily purchase hygiene items, snacks, writing materials, soft beverages and many other items that do not jeopardize the safety and security of the Jail. Profits from this program are used toward inmate programs or items that specifically benefit the offender population.

The Corrections Department has a family of dedicated volunteers who are instrumental in maintaining the successful operation of several in house programs available to the Jail population. Programs range from weekly bible study, Sunday worship services, Alcoholics Anonymous meetings, Narcotics Anonymous meetings and crisis counseling. These volunteers provide an invaluable service to the Jail and the community. They freely provide spiritual as well as emotional counseling on a weekly basis. Currently there are over 100 active dedicated volunteers. The Guidelines are as follows: 1. If an inmate that has a single sentence for longer than 365 days, they will be sent to prison. 2. If an inmate has a sentence (or sentences) equaling less than 365 days that are not served concurrently, but consecutively, they will stay in the Cowlitz County Jail. 3. Yes, our office is responsible for maintaining a Comprehensive Emergency Management Plan (CEMP) for Cowlitz County. The CEMP identifies the roles and responsibilities of key officials and departments, establishes methods of communication and coordinates State and Federal resources.Emergency Management General

It is not prudent to have pre-identified evacuation routes, as it cannot be known which routes may be hazardous until after an event. Many bridges and main thoroughfares could be compromised in a flood or earthquake creating a dangerous situation. Also, evacuation may not always be the best choice, for some incidents sheltering-in-place may be the recommended action. In the event of a disaster, local officials will work together to identify safe evacuation routes, and communicate that information to the public. Citizens are encouraged to listen to their local radio and/or TV stations for emergency information on the need to evacuate or take some other protective action.Emergency Management General

Cowlitz County has a variety of ways to warn the public of emergency situations. These include the Emergency Alert System (EAS), NOAA Weather Radio, Emergency Community Notification System (reverse calling), internet and print media. Weather emergencies such as flooding, high winds or winter storms typically have some advance notice allowing citizens time to prepare; therefore, print media and the NOAA Weather Radio would be the most useful forms of warning. EAS and reverse calling would be more suitable ways of notifying the public for immediate emergencies such as earthquakes, explosions or hazardous materials accidents. All crime reports should be made to the law enforcement agency that has jurisdiction over the city or county area where the crime occurred. For example, if your house was burglarized in the city limits of Longview, the Longview Police Department has jurisdiction. If your house is outside city limits in the unincorporated areas of Cowlitz County, the Cowlitz County Sheriff’s office has jurisdiction.

If you are a victim or a witness of a crime, you may have to testify in court. However, many cases resolve without actually going to trial. No. The State of Washington has charged the defendant with a crime, not you. As you have not charged the crime, you cannot drop the charges. Reporting a crime is not the same as charging a crime. If you have medical bills or funeral expenses resulting from a crime, Crime Victim's Compensation may cover expenses not covered by your insurance company, including deductibles and copays. Generally speaking, you are responsible to pay most other bills. If a defendant is found guilty, he or she could be ordered to pay restitution to you and/or your insurance company. In order to have restitution ordered, you must provide the office with a summary and receipts for your losses. You never have to speak with someone simply because they show up at your home/work or call you. Victims and witnesses often feel pressured to talk immediately, but you get to decide when and where an interview may take place and we can help with that.

Yes. You have the right to have someone of your choosing (generally an advocate, friend, or someone from the prosecutor's office) attend interviews with you, as long as there is not a conflict. There are two methods. The first and best is to register through the Washington Statewide Victim Information and Notification Service. You can register online or by phone. To register online, go to www.vinelink.com and click on Washington State. Follow the directions. To register by phone, call 1-877-846-3492. The other method is to contact the Cowlitz County Prosecutor’s office and request to speak to an advocate and they can notify the jail on your behalf. You will not be notified unless you register through one of these methods. There is no automatic notification unless you register.

The road plowing schedule varies based on many factors. First we plow major roadways and school bus routes so people can get to work or school. Then we prioritize residential areas based on how many people use those roads. How often the roads are plowed depends on how fast snow is falling. If snow is falling quickly we may have to stay on the main roads longer to be sure they are clear for emergency response as well as general traffic. No. The studies for the SR 432 Rail Realignment and Highway Improvements Project have been underway since the late 1980s. The most recent SR 432 study to evaluate the feasibility of separating the road system from the rail system on the corridor was completed in 2008 – a full two years before Millennium Bulk Terminals purchased the Reynolds/Chinook Ventures property and applied for a permit to build the export facility. The coal terminal is a private industry project that plans to build a single facility and study the environmental impact of their operations. Phase I of the SR 432 Rail Realignment and Highway Improvements Project is a public works project that is evaluating how to improve the entire road and rail system function of the SR 432 corridor from where it connects at I-5 out to the Port of Longview's Barlow Point property. While the SR 432 Rail Realignment and Highway Improvements Project will take potential future operations at the Millennium Bulk Terminals and Port of Longview's Barlow Point sites into account during the study, the project will continue to move forward regardless of whether Millennium Bulk Terminal's facilities receive permits for construction. A sentencing hearing will take place only if you are found guilty at a trial or if you agree to plead guilty. The court proceeding is handled by the judge, who will use the recommendations of the prosecutor and your lawyer: sometimes the judge has input from other people such as a probation or DOC officer, the listed victim and people who support you. In felony cases the Sentencing Guidelines are used to determine your sentencing range. You always have the right to speak at your sentencing hearing. A bench warrant is issued by a judge when a person with a pending criminal case violates the rules of the court. Sometimes a warrant is issued for violating pre-trial release conditions. Most often, people with bench warrants simply have failed to show up for a scheduled court appearance. Once a bench warrant is issued, the police can treat it like any other warrant and use it to arrest people and keep them in jail, until the appear back in front of a judge. - You should never discuss the facts of your case with anyone but a lawyer or staff of the Cowlitz County Office of Public Defense.
- Make sure that your lawyer has an accurate address and phone number for you. Immediately notify the office if this information changes. Contact your lawyer as soon as you get a letter from the office advising you to do so and show up for your scheduled appointments.
- When you are in jail, avoid discussing the facts of your case with others, visitors, and people you call on the phone (other than employees of the Cowlitz County Office of Public Defense). Remember all non-law-office calls from the Cowlitz County Jail are recorded and may be used against you in trial or as the basis for additional criminal charges against you.
- When you are in jail, do not send letters discussing your case to anyone, as letters may be intercepted by law enforcement and used against you at trial. Avoid discussing the facts of your case in postal mail and emails.
- Provide your lawyer with a list of potential witnesses as soon as possible, with accurate telephone numbers where they may be reached at least and addresses where they can receive mail if possible.
- Come to all your court dates. Unless your lawyer has told you personally that you are excused, you must come to court when the court order says. If you miss court, even if you might have a good excuse, there can be serious consequences, including being arrested and charged with a new crime. You may be inconvenienced by missing work or changing a medical appointment, but your boss or your doctor can’t have you arrested if you don’t show up. A judge can, and will put you in jail and possibly keep you there, if you don’t appear in court as ordered.
- Be on time for court.
- Dress for court as seriously as you would for a job interview or for any other appointment that could affect your future.

- Probably! Accessory dwelling units can be either attached to a primary residence or detached as a separate structure. Classic examples are a dwelling above a garage, or a cottage for rental income. ADU’s require planning approval and a residential building permit. They can be manufactured or modular homes.
- The maximum size of an ADU is 1,200 square feet.
- In areas classified as Urban and Suburban in the Comprehensive Plan, you may choose to build up to two ADU’s – one attached and one detached. In all other areas of the county, one ADU is allowed.
- There is no restriction on owner-occupancy of the primary residence or the ADU – one or both can be occupied by tenants.

- There are multiple processes depending on the amount of land you are dividing and the size of the future lots you would like to create.
- The most common land divisions are short subdivisions and large lot subdivisions. Both are processed by Planning staff administratively, and do not require a public hearing.
- Short Subdivisions allow division of up to four lots, any of which is less than 5 acres in size.
- Large Lot Subdivisions allow division of any number of lots, all of which are greater than 5 acres but less than 10 acres.
- The most common land divisions are short subdivisions and large lot subdivisions. Both are processed by Planning staff administratively, and do not require a public hearing.
- If your proposed division will create lots less than 5 acres, and will involve 5 lots or more, you will likely need to go through a Subdivision process. Subdivisions require public hearings for approval.
Planning staff are available to discuss these options. You can also arrange a Staff Consultation to get more specific details.

- If you are planning to sell the timber, there are two options for harvesting trees that depend on your future goals for the property. If you will replant trees after harvest and continue to manage the land as forest for at least 6 years, you can obtain a permit from the Department of Natural Resources.
If you intend to develop some or all of the property with another use after harvest, you can obtain a permit from Cowlitz County. Contact a Planner to discuss the permit process.

- When DNR issues a harvest permit, the property is subject to a six-year development moratorium. There are two options to remove this moratorium depending on your needs. Talk with a Planner about these options.
- One-Acre Waiver of Moratorium
- If you want to keep most of the land in timber production, but remove one acre or less for development of a single family residence, a one-acre waiver process is available. All conditions of the DNR permit must be met prior to the County approving the Waiver.
- Moratorium Lift
- If you want to remove the entire property from timber production, or more than the one-acre waiver would allow, a process to “lift” the moratorium is available through the County.

- When DNR issues a harvest permit, the property is subject to a six-year development moratorium. There are two options to remove this moratorium depending on your needs. Talk with a Planner about these options.

Cowlitz County Public Disclosure Process (Public Records)
Cowlitz County responds to requests for access to public records in accordance with the Public Records Act. Information about public records can be found out at RCW 42.56 and WAC 44-14.
When making your request please be as specific as possible so we can conduct a thorough and accurate search.
How to Submit a Request

Cowlitz County offers an online Public Records Request Portal to submit your request. Through the portal, customers have the ability to create an account, submit requests, download records, monitor the status of their current/previously submitted request(s) (if an account is created), and communicate with the County on their requests. Review the commonly requested records prior to submitting a public records request as that may be helpful when submitting your request.
