Cowlitz County was issued a new Western Washington Phase II Municipal Stormwater Permit by the Washington State Department of Ecology.... More… Cowlitz County was issued a new Western Washington Phase II Municipal Stormwater Permit by the Washington State Department of Ecology. It is effective on August 1st, 2013. Among other things, the new permit requires Low Impact Development (LID) be utilized within our urbanized area in two ways. The first requires LID Best Management Practices (BMP’s) be implemented at the time of construction on a site. The second, and the major focus of this project, requires: “Permittees shall review, revise and make effective their local development-related codes, rules, standards or other enforceable documents to incorporate and require LID principles and LID BMPs.” -Section S5.C.4.f.i Public workshops, including the kickoff meeting, will be held throughout the next three and a half year process.
