1. What does the Department of Emergency Management do?

The purpose of the Department of Emergency Management is to provide effective guidance to mitigate, prepare for, respond to, and recover from natural, man-made, or technological emergencies and/or disasters in Cowlitz County. We do this by coordinating training for the public, business community, government agencies and volunteers; developing and maintaining a Comprehensive Emergency Management Plan; acting as a central contact point for first responder agencies, state, and local government and others involved in emergency response; and coordinating resources during an emergency.

2. What kinds of natural and man-made disasters are relevant to Cowlitz County?

Cowlitz County is subject to a number of natural and man-made disasters. Historically, the hazards that pose the most significant threat are flooding, high winds, earthquakes, landslide, severe winter storms, volcanic activity, pipeline explosions, and hazardous materials accidents.

3. Does my county have an emergency plan?

Yes, our office is responsible for maintaining a Comprehensive Emergency Management Plan (CEMP) for Cowlitz County. The CEMP identifies the roles and responsibilities of key officials and departments, establishes methods of communication and coordinates State and Federal resources.

4. Does Cowlitz County have pre-identified evacuation routes?

It is not prudent to have pre-identified evacuation routes, as it cannot be known which routes may be hazardous until after an event. Many bridges and main thoroughfares could be compromised in a flood or earthquake creating a dangerous situation. Also, evacuation may not always be the best choice, for some incidents sheltering-in-place may be the recommended action. In the event of a disaster, local officials will work together to identify safe evacuation routes, and communicate that information to the public. Citizens are encouraged to listen to their local radio and/or TV stations for emergency information on the need to evacuate or take some other protective action.

5. How will the County warn me of disaster?

Cowlitz County has a variety of ways to warn the public of emergency situations. These include the Emergency Alert System (EAS), NOAA Weather Radio, Emergency Community Notification System (reverse calling), internet and print media. Weather emergencies such as flooding, high winds or winter storms typically have some advance notice allowing citizens time to prepare; therefore, print media and the NOAA Weather Radio would be the most useful forms of warning. EAS and reverse calling would be more suitable ways of notifying the public for immediate emergencies such as earthquakes, explosions or hazardous materials accidents. Local officials will use any and all of the available tools to warn the public and provide protective action recommendations.

6. What can I do now to be better prepared?

Every citizen should be prepared to be on their own for a minimum of 72 hours. The best way to accomplish this is to develop a disaster plan and supplies kit for your family. A good plan will include special considerations for children, pets, or others with special needs, as well as establishing an out-of-area contact. See our Preparedness page for more information.
