Cowlitz County Health and Human Services budgets are spread out through a variety of funds.
2025 Budget: Health Department (Fund #14301)
The Health Department Fund accounts for all public health activities in environmental health, community health, and vital records. Public Health activities are funded by a variety of sources, including fees for service (e.g. permits, inspections and plan reviews) and local, state, and federal grants.
2025 Budget: Human Services (Funds #13101, 14001, 14101, 18401, and 19301)
Human Services includes the administration/management of developmental disabilities programs, the Criminal Justice Treatment Account, the Community Development Block Grant, veterans assistance, housing and homeless programs, and opioid settlement funds.
Funding for these activities comes to the county in taxes, fees, settlements, and contracts from the State of WA and is passed through to sub-contracted agencies to provide services in the community.
The Cowlitz County Board of County Commissioners makes funding decisions and relies on Cowlitz County Health & Human Services (CCHHS) to administer the funding.
