Cowlitz County has issued a Notice of Application for a Cowlitz County has issued a Notice of Application for a Shoreline Substantial Development Permit and Shoreline Conditional Use Permit for Millennium Bulk Terminals - Longview, LLC (MBT-Longview).
MBT-Longview has filed application to construct and operate a coal shipping and export terminal within the shoreline jurisdiction of the Columbia River. As proposed the facility would be capable of receiving, stockpiling and loading coal by conveyer onto ships for export. Proposed activities include receiving coal at the site by rail, storing coal at the facility, and loading coal onto ships for export. The proposed project includes construction of eight rail lines on the site; two new docks on the Columbia River, dredging to enable vessel access between the Columbia River shipping lands and the new docks, two ship loaders; coal stockpile pads; and associated facilities, conveyors, and equipment. The application was received February 22, 2012. The application was determined to be complete September 5th, 2017. The public has the right comment on the application, receive written notice of, and participate in public meetings or hearings on the project, and/or receive a copy of the decision made on the application. Persons wanting to comment, request notice of the meetings or copies of decisions should send written comments or requests to Cowlitz County Department of Building and Planning, County Administration Building, 207 Fourth Avenue North, Kelso, WA 98626 within 30 days of the public date of the Notice.
