Since buying the land from the Port of Longview in 1987, Cowlitz County has spent nearly three-quarters of a million dollars in upgrading the 60-acre park.

A pair of ample parking lots can be found on the east and west ends of the park, and restroom buildings can be found near the parking areas.

In addition, numerous picnic tables (some covered) with fire rings and a small picnic shelter can be found near the center of the park. A barrier-free asphalt trail nearly a mile long runs parallel to the water between the parking area and the river to provide access for handicapped people. There's also a beach volleyball area located at the west end of the park. Eventually, there will be a public boat launch.

Willow Grove is a day-use area, open from 5 a.m. to 10 p.m. in summer.

To reach it from Ocean Beach Highway, turn south onto Willow Grove Connector Road and then right onto Willow Grove Road.
