Authorize Cowlitz County to enter into a Memorandum of Understanding with Portland State University, to provide cooperative work experience for graduate students and support an existing, grant-funded historic preservation education project. The state has provided funding in the amount of $11,335 for the 2017-2018 fiscal year.

 18-022 County Road Project No. 762 for the Install/Upgrade Guardrail project on various county roads for engineering and construction in the amount of $380,000.  The project is one of several projects funded through the Federal Highway Administration (FHWA) Highway Safety Improvement Program (HSIP); total cost is estimated to be $380,000, with all but $3,000 being provided by the FHWA grants

 18-027 Declaring an emergency and contract with Cowlitz Clean Sweep to clean a fuel spill in the right-of-way on Coal Creek Road as a result of a citizen vandalizing parked vehicles.  The Fuel spill created an illicit discharge and a public nuisance that is required by the Department of Ecology to be cleaned; estimated cost of $9,000 
 18-028 Declaring an emergency and contract with Cowlitz Clean Sweep to clean the Headquarters Landfill leachate pond and establish and use a temporary filter system to filter the leachate prior to release; estimated cost of $200,000
