The Environmental Health Unit of the Health Department engages the public in discussion of environmental factors that may have an effect on their health and safety. The services offered by the Unit are provided in conjunction with the Washington State Department of Health and Washington State Department of Ecology . Through regulation, enforcement, and education activities, the Environmental Health Unit strives to reduce the level of risk posed by environmental health hazards and to protect and preserve Cowlitz County's environment and public health.

Submit Applications Online!

The EHU is actively working on developing the ability to submit applications online through our citizen-facing permit site, Accela Citizen Access. This will add flexibility to the way an application can be submitted: online or at our counter.

At this time, only septic professionals will be allowed to apply online. Our goal is to expand the types of records available and who can apply for them. The record types currently available for application online are:

  • New OSS (can be applied by OSS Designers or Engineers)
  • Soil & Site Evaluations (can be applied by OSS Designers or Engineers)
  • Septic Tank Replacement (can be applied by Cowlitz County licensed septic Installers)
