What is the Comprehensive Plan Update?

Comprehensive Plans define a Vision for future land use.  The written text and maps of a Comprehensive Plan provide a mechanism for decisions to be made in the context of this Vision, allowing property commitments to be made with a degree of confidence and reliability in the interest of property rights and public benefit.

Comprehensive Plans include goals, policies and objectives for transportation, land use, and other important elements of our community such as recreation.  Maps illustrate how and where land is being used in the County, and how and where land should be developed and used in the future. 

A Steering Committee was formed in 2010 to begin the process of updating the Cowlitz County Comprehensive Plan.  The Steering Committee will provide the Planning Commission with proposed updates.  

RCW 36.70.400 requires that approval of the comprehensive plan, or any amendments, extensions or additions thereto, be by the affirmative vote of not less than a majority of the total members of the Planning Commission.  As such, the Planning Commission will hold workshops and hear public comment before conducting a vote.  The recommended version of the updates will then be referred to the Board of County Commissioners. 

The Board of County Commissioners ultimately will consider adoption of proposed updates to the Cowlitz County Comprehensive Plan as provided in RCW 36.70.420.   

Where is the process now?

The draft Comprehensive Plan and map was forwarded to the Board of County Commissioners by the Planning Commission in December 2015.

Following the December meeting, the plan went through a technical editing process to correct any spelling or grammatical errors, final formatting, and aggregation of the glossary.

The Board of County Commissioners will consider adoption of the Comprehensive Plan in December 2016.

Additionally, copies of the draft plan are available digitally or in hardcopy form, and public comments are welcome at any time in the review process.  If you have any questions on the process, draft plan, map, or just want to make a comment, pleased don’t hesitate to do so!
