2013 Interlocal Agreements
1-2-13 Addendum No. 1 to the Interlocal Agreement between the Port of Longview and Cowlitz County – Rural Development Funds – Bulk Storage Facility; modifies the scope of the project and extends the completion date to December 31, 2014
3-5-13 First Addendum to the Interlocal Agreement Cowlitz County Regional Tourism Development Partnership Program AKA “The Big Idea” and Tourism Board of Directors to provide for an additional member to the Board of Directors representing the State of Washington Parks Department and to modify how funds are distributed allowing up to 10% per year to be advanced to plan, promote or secure contracts for the “Big Idea” projects provided funds available
3-26-13 Interlocal Agreement with the City of Kalama regarding funding assistance from rural county sales tax proceeds in the amount of $70,000. The funds will be used to improve water supply to the City of Kalama and meet water demands in its service area including significant commercial and industrial areas owned and managed by the Port of Kalama
3-26-13 Interlocal Agreement with the City of Castle Rock regarding funding assistance from interest earnings on rural county sales tax proceeds in the amount of $25,000. The funds will be used to pay part of the cost of the implementation of the City’s Strategic Plan Phase 2
3-26-13 Interlocal Agreement with the City of Castle Rock regarding funding assistance from rural county sales tax proceeds in the amount of $200,000. The funds will be used to pay part of the cost to replace water, sewer and stormwater infrastructure, reconstruct roadways, sidewalks, street surface and street lights
3-26-13 Interlocal Agreement with the Public Utility District No. 1 of Cowlitz County regarding funding assistance from rural county sales tax proceeds in the amount of $65,000. The funds will be used to pay part of the cost of Spirit Lake Highway electrical system improvements in preparation of the transfer of existing infrastructure from the U.S. Forest Service to the Cowlitz PUD
3-26-13 Interlocal Agreement with the Port of Kalama regarding funding assistance from rural county sales tax proceeds in the amount of $60,000. The funds will be used to extend sewer lines and provide a connection to the City of Kalama sewer system to serve the Spencer Creek Business Park and Haydu Park
4-2-13 Interlocal Agreement with the City of Kelso regarding funding assistance from rural county sales tax proceeds in the amount of $100,000. The funds will be used as a part of the cost to purchase and construct a new visitor information center facility including landscaping
 4-2-13 Interlocal Agreement with the City of Kelso regarding funding assistance from rural county sales tax proceeds in the amount of $95,000. The funds will be used for various studies, wetland mitigation design, permitting and construction of offsite wetland replacement and contract plans for construction of a stop way at the Southwest Washington Regional Airport
 4-9-13 Interlocal Agreement with the Port of Woodland regarding funding assistance from rural county sales tax proceeds in the amount of $50,000. The funds will be used to pay part of the cost of permitting and pre-engineering, including NEPA and SEPA reviews, for a proposed boat launch at the Port of Woodland
 4-9-13 Interlocal Agreement with the Port of Woodland regarding funding assistance from interest earnings on rural county sales tax proceeds in the amount of $10,000. The funds will be used to pay part of the cost of a feasibility study for a proposed light industrial incubator park
 4-9-13 Interlocal Agreement with the City of Longview regarding funding assistance from rural county sales tax proceeds in the amount of $300,000. The funds will be used to pay part of the cost of streetscape improvements on Commerce Avenue creating a pedestrian friendly corridor that will remove accessibility barriers
 4-9-13 Interagency Agreement between Washington State Department of Agriculture and Cowlitz County, in partnership with the Cowlitz County Noxious Weed Control Board to provide funding for eradication of a Class A noxious weed, Milk Thistle; compensation of $2,500
4-16-13 Interlocal Agreement with Three Rivers Regional Wastewater Authority for services of the Human Resources Department of Cowlitz County
4-16-13 Intergovernmental Cooperative Purchasing Agreement with Pierce County - Reciprocal Intergovernmental Cooperative Purchasing Agreement 
5-28-13 Interlocal Agreement with the City of Castle Rock Police Department for variety of staff resources to provide such services to the county.
6-11-13 Interlocal Agreement with Lewis County for Public Works work done, based upon actual cost of labor, equipment, materials, and administrative services for reimbursable work.
6-11-13 Interlocal Agreement with the City of Woodland - Scott Avenue Reconnection Project, grant funds as reimbursement basis
6-11-13 Second Addendum of the Interlocal Agreement with Fire No. 6 - Secure Rural schools and community self-determination Act of 2000, as Reauthorized Title III project - 2009
6-11-13 Second Addendum of the Interlocal Agreement with the City of Kelso for construction of a runway extension at the Southwest Washington Regional Airport using Rural County Public Facility Funds submitted to the County to thte city, dated March 30, 2011.
6-11-13 Interlocal Agreement with the City of Longview between the County and City for the 2013 Byrne Justice Assistance Grant (JAG) program award.  The funds are allocated for law enforcement programs until the end of the grant.
7-9-13 Interlocal Agreement with Marion County to purchase goods and services for itself, authorizing Marion County to place orders under the same contract and extent permitted by law between parties and vendors.
7-9-13  Interlocal Agreement with Okanagon County to purchase goods and services for itself in the best interest of their citizens of their respective jurisdictions, the purchase of equipment, goods and services through a bidding process made up of more one jurisdiction in the State of Washington.
7-9-13  Interlocal Agreement with Southwest Workforce between Clark, Lewis and Cowlitz to make the most efficient use of their powers by enabling them to cooperate with other localities on the basis of mutual advantage and thereby provide workforce development and related services in a manner that will accord best geographic, economic, population, and other factors influencing the needs and development of local communities.
8-20-13 Interlocal Agreement with the Conservation District to labor, equipment and materials, for the monitoring and maintenance of mitigation sites including wetland, riparian plantings, and woody debris placements.
9-3-13 Intergovernmental Cooperation of Purchasing Agreement 
9-3-13 Interagency Agreement with the Noxious Weed Board to furnish personnel, equipment, material and/or service and otherwise do all things necessary for or incidental to the performance of the work.
9-10-13 Interagency Agreement with Department of Transportation for the Modrow Bridge paint/scour project.  This agreement is for cleaning and painting the bridge and installing riprap for scour protection.
10-1-13 Interagency Agreement with the City of Kelso using Rural Public Funds to relocate sanitary sewer and storm water lines to improve a site at Three Rivers Mall for new commercial development.
11-19-13 Interagency Agreement with Tacoma Pierce County to provide online food worker training, testing, and card issuances to residents of Cowlitz County and any out-of-state residents who state they work in Cowlitz County.
12-3-13 Interlocal Agreement with the National Powers Alliance
12-10-13 Interlocal Agreement with Clark County Department of Health to increase the number of non-rural non-smoking low income complexes by September 2014, increase the number of stores in urban, low income priority neighborhoods that offer healthy food from 1-2 by September 2014, provide information about local resources to DOH staff, health care providers and community partners, and work with DOH to promote the Washington health information network and the health home/medical home model to local health care.
