The Cowlitz County Planning Commission is a nine member Commission that is appointed by the Board of County Commissioners. The Commission has the authority to hold open-record, quasi judicial or legislative, public hearings for subdivisions, adoption of and amendments to the County Comprehensive Plan and Land Use map (zoning map), ordinances and other actions related to land use and planning. The Commission makes a recommendations to the Board of County Commissioners for final action based on the planning staff report and public testimony.

County Commissioners Hearing Room - 3rd floor County Administration Building

The Hearing Examiner is appointed by the Board of County Commissioners. The Hearing Examiner rules on certain land use requests such as Variances, Special Uses and RV/Campground applications as well as some administrative appeals.

Hearings on individual applications are quasi-judicial in nature. Quasi-judicial actions are defined as those actions taken by the Board of County Commissioners, Planning Commission, or Hearing Examiner as they relate to specific land use and development requests. Written and verbal testimony is taken, and persons wishing to speak at the hearing must give their names and addresses. Anyone testifying on a matter, either verbally or in writing, becomes a party of record.  The Hearings Examiner's decision is final. Appeals of the Hearings Examiner's decision may be made to a court of competent jurisdiction, pursuant to the Land Use Petition Act, Chapter 347, Washington Laws, 1995.
