Permits are required for the
movement, placement or remodel of mobile or manufactured homes
within Cowlitz County.
Trip
Permits are often required for oversized loads traveling
on city, county, or state roadways. These permits are obtained through Cowlitz County Department of
Public Works at (360) 577-3030 for county roads. Trip permits for
state roads are obtained through Systems Transfer at (360)
425-8710. Trip permits for city roads should be obtained from
the particular City.
Movement permits If you are moving other than a brand
new home, you will need to contact the Cowlitz County Treasurer for
verification of tax payments. The Treasurers office may be
contacted by calling (360) 577-3060.
Placement permits are available through
the Department of Building and Planning. Fees for permit and
site review are due at the time of application submittal.
Remodel permits are issued
through the Washington State Department of Labor and Industries (360)
577-2005, and may also involve building permits issued by the Department
of Building and Planning.
Placement: is defined as the
physical act of locating a manufactured home on a piece of property.
Utility connections or occupancy are not required for the home to be
considered as placed.
Placement Permits:
Permit applications are reviewed for
compliance to various State and County requirements. Prior to issuance,
a permit may be reviewed for conformance to planning and environmental
regulations, water availability and sewage requirements, contractor
registration requirements, site development issues, and other standards
which may apply to your particular proposal.

Requirements:
The following items will be required when
applying for a placement permit:
1. A completed Master
Application form.
2. Assessor's parcel number for the
property. Found on your tax records
3. A current assessor's plat map of
the property.
4. Site Plan and Vicinity Map for the
project.
5. Proof of Water Availability.
Must be one of the following:
- Certificate from the Environmental
Health Section, or
- Letter from an approved public water
supplier.
6. Proof of an approved sewage
disposal method. Public or Private
7. Completed
Grading Supplement.
Separate Permit may be required
8. Street address of the project site.
Available from the department.
9. Contractor Information:
Provide installers license certification.
10. Fair market value of the home.
Purchase and installation price
11. A complete
description of the home including:
- serial and HUD
numbers of
the home.
- name of the
manufacturer.
- year of manufacture.
- dimensions of the
home.
NOTE: If the home was manufactured
prior to June 15, 1976,
an alteration permit for a fire safety inspection from the Washington
State Department of Labor and Industries is required at the time of
application submittal.
