The Cowlitz-Wahkiakum Council of Governments is a voluntary
association of general and special purpose governments and agencies in the lower Columbia
region. We serve our members by providing a regional forum to address issues of mutual
interest and concerns, develop recommendations and provide a variety of technical and
contractual services. Our goal is to efficiently utilize resources so as to yield long
term benefits that enhance the quality of life for our communities.
The agency provides a forum for member governments to work together on issues which go
beyond jurisdictional boundaries. It acts as a clearinghouse for local review of state
and federal grants to help avoid duplication of services. The agency provides planning
staff and technical services on a contractual basis.
Agency responsibility include regional planning projects such as
census and economic data, solid waste, energy, housing, growth management, parks,
substance abuse and youth issues, economic development, transportation and water service
planning; and comprehensive planning, ordinance and grant writing, planning services, and
